What the file has to contain

These are the documents the authorities expect for the lead route. This is a reference list, not an eligibility check: whether any one item is met depends on your own situation. Items marked for apostille must be legalized before they will be accepted.

01
Sworn declaration of means (no fixed minimum income)

Uruguay is a full member of the Hague Apostille Convention (in force since 14 October 2012), so a single apostille from the issuing country's competent authority replaces consular legalization; every foreign public document (birth/marriage certificate, criminal-record check) must be apostilled and, if not in Spanish, translated by a sworn Uruguayan translator (Brazilian documents are exempt from translation).

CHANGE ALERT

My Latin Life 路 2026-05-07. Uruguay's tax residency rules changed for 2026 and the requirements are more involved than the '0% tax' headlines suggest.

The bottom line on Uruguay: the Digital Nomad Permit is a solid short-term option, but it tops out at 180 days and cannot be extended, so for anything longer you are looking at the Residencia Legal Temporaria as the route that actually matters. That temporary residency is the direct, officially confirmed path toward permanence, and its bar is not a specific income figure but rather meeting the category requirements and submitting the standard document set, with the process running up to two years depending on your situation. If you are only staying a few months, the nomad permit is easy enough; if you want to settle in, plan for the temporaria from the start.
