What the file has to contain

These are the documents the authorities expect for the lead route. This is a reference list, not an eligibility check: whether any one item is met depends on your own situation. Items marked for apostille must be legalized before they will be accepted.

01
Valid passport (min 6 months validity)

Passport itself needs no attestation.

02
Employment contract with a non-UAE employer OR proof of ownership of a business registered outside the UAE

Foreign employment contract or company-ownership/registration documents typically covering at least one year. If issued abroad and required in original form, subject to the UAE attestation chain (MOFAIC), not apostille.

03
Proof of monthly income (payslips + bank statements)

At least US$3,500/month per the GDRFA page; the reported Jan-2026 circular expects 6 months of bank statements at a ~US$5,000/month floor.

Official document reference

04
Health insurance valid in the UAE

Launch release: medical insurance with valid UAE coverage. Reported 2026 circular: AED 500,000 coverage per person.

The UAE is NOT a party to the Hague Apostille Convention (Convention of 5 October 1961). Verified 2026-08 against the official HCCH status chart, where the UAE does not appear as a Contracting Party; there is no HCCH entry-into-force date. A foreign apostille alone is rejected by UAE authorities. Foreign public documents (degrees, birth/marriage certificates, company docs) require the full ATTESTATION/legalization chain: origin-country notary/authentication -> origin foreign ministry -> UAE embassy/consulate in that country -> final attestation stamp by the UAE Ministry of Foreign Affairs & International Cooperation (MOFAIC) inside the UAE. This applies even to documents from Apostille-member states, because the UAE itself is outside the Convention. NOTE: some aggregator/practitioner posts erroneously claim a UAE accession date of 14 Dec 2022 or later; these contradict the HCCH chart and should be disregarded.

$3,500 / month (USD)
Proof of monthly income of no less than US$3,500 (or foreign-currency equivalent) per GDRFA-Dubai virtual work visa service page.
Initial duration
1 year
Renewal
Annual programme; renewable while eligibility (foreign employment/ownership + income) is maintained.
Tax status
UAE levies no personal income tax on individuals. Corporate tax (9% above AED 375,000 profit) can apply to UAE-registered business activity; remote income for a foreign employer is generally outside UAE personal taxation. Confirm home-country tax residency rules separately.

No official SLA published on Visit Dubai or GDRFA; comparable virtual-work-visa processing runs ~5-7 working days after payment, plus medical fitness and Emirates ID (Emirates ID ~5-10 working days after biometrics).
Official cost
US$287 base programme fee per the Dubai Media Office launch release, 'plus medical insurance with valid UAE coverage and processing fee per person.' Underlying GDRFA line items: virtual work visa fee AED 200 + 5% VAT (~US$57); if applying from inside the UAE add AED 500 in-country fee + AED 10 Knowledge Dirham + AED 10 Innovation Dirham (visa-service subtotal ~AED 730 / ~US$199). Practitioner guides report first-year all-in cost of ~AED 2,200-3,000 (~US$600-820) once medical fitness, Emirates ID, stamping, and basic insurance are added. USD conversions at ~AED 3.6725/USD.

The bottom line on the United Arab Emirates is that the paperwork is worth it only if you can clear the Dubai Virtual Working Programme鈥檚 bar of US$3,500 in monthly income, that鈥檚 the most direct route for a remote worker, and it buys you a one-year visa with no path to permanent residence. If you can鈥檛 prove that income, the freelance and Green Visa routes get steeper, demanding AED 360,000 a year for two years or a solvency test, while the Golden Visa needs a salaried AED 30,000 monthly role. So the real question isn鈥檛 whether the UAE is attractive, it鈥檚 whether your bank statements can carry the weight, and if they can鈥檛, the paperwork likely isn鈥檛 worth the hassle.
