So for US/UK-origin public documents (birth certificate, degree, police clearance) the chain is: issuing authority -> (notary/solicitor if required) -> competent-authority APOSTILLE (US Secretary of State/US Dept of State; UK FCDO) -> use directly in Saudi Arabia. No Saudi embassy legalization and no Saudi MOFA stamp are required for Hague-state documents. Documents from NON-Hague countries still need traditional legalization (local notary -> local foreign ministry -> Saudi embassy). A certified Arabic translation is commonly required regardless of authentication path.
