Foreign public documents (degrees, birth certificates, police clearance) require FULL CONSULAR ATTESTATION/LEGALIZATION, not an apostille. Standard chain: (1) notarize/certify in the issuing country; (2) authenticate by the issuing country's competent authority + its Ministry of Foreign Affairs; (3) legalize at the Qatar embassy/consulate abroad; (4) final attestation by Qatar's Ministry of Foreign Affairs (MOFA) in Doha. An apostille alone will be rejected.
