Radicacion is Argentina's formal residence-registration process with the migration authority, the real beginning of legal living status that can lead to temporary or permanent residency and later a national ID. It is a world apart from a tourist visa or tourist entry, which gives you no residency rights at all. A document error or a missed appointment can freeze your interim permit and everything that hangs off it.
You arrive in Buenos Aires as a tourist and think staying long term is just a matter of not leaving.
